After earning his Doctor of Medicine degree at the Autonomous University of Guadalajara in Mexico, Dr. Phelps completed his Internal Medicine residency at South Baltimore General Hospital and Greater Baltimore Medical Center in Maryland.
Certified by the American Board of Internal Medicine, Dr. Phelps is a member of the American College of Physician Executives and is Medical Director of Mohawk Valley Medical Associates. He is an attending physician at Ellis Hospital.
